[GAMEPLAY] Quinn near-sight affects ever after death

If Quinn kills a champion with her Q then they will be affected for near-sight for the first seconds of being dead. This prevents the dead player from seeing anything on the map until the affect wears off. I have not tested if this works with a Graves W.
