Whenever i do ctrl + 3 he only goes woah! But before he used to do many things like woah! and YEEEEAAAH! But now that he does not have that anymore i feel like i have wasted my ip on him because that is mainly the reason i got him in the first place...

Was in the middle of another VO line, or were you spamming the emote? If a line is already playing, and you trigger another, the animation will play, but the sound won't.
He still does it for me.
Across ALL champions, sometimes the sounds for the animations (joke/taunt/dance/laugh) will stop working for 10-15 seconds. Not sure what causes it, but the next time you notice the sound isn't playing, move out of combat for 5-10 seconds and try again. It'll almost certainly work then.
Well, it is, the thing is, he could possibly still be "speaking" silence from another action, so if you stand completely still it should work
Dance related spammable emotes tend to be buggy. I was just playing a game as gnar on the howling abyss and my dance played no audio, even if no other clips were playing. My joke was working perfectly. Also happened to my friend after he died on the howling abyss, he was on kha'zix.

I recently played as Karthus with his Statue of Karthus skin on Howling Abyss (ARAM) and his dance didn't include the eagle screech/scream. Karthus would still yell like he does on all of his skins, but there was no eagle.
Isn't that only on the Pentakill skin?
