Why does Rammus not have a Ctrl + 1 and does not have a voice?

When i use Ctrl + 1 it does nothing and when i use his laugh he does not have one... And i don't hear a voice with his Ctrl + 2 either but i do not know if there is supposed to be one on that. I think this is a bug so if it is can you please fix it? ok
