During blind pick and also the old Queue you where able to hover over champions and figure out their names and who they are and see their abilities. With the new dynamic Queue this is not possible and I recently came back so there are new characters and new character images i do not know so I cant really look them up either.
By the time you are playing ranked you should know the names and abilities of the champions. If you don't I suggest looking at the wiki.
What they said below, you should be familiar with all of the champs when doing ranked, You don't even need to be in queue to see them, you can go to their champ page and see everything they are. So yeah.
