[Gameplay] Ziggs' passive tooltip is wrong

So I guess it's not really a bug, just the tooltip being incorrect. The link is a screenshot showcasing the following:

His passive cooldown is 12 seconds, but his tooltip states that it's 10. The cooldown still resets in two abilities, as intended, so it's not gamebreaking. Just good to have the right information at a glance when you're reading it.

You can see this if you load into any map, any skin, barring TFT obviously.
