Runes Reforged | Unable to change runes

There are many boards about this. When I am in Champ Select, like most people, I want to edit my runes. Ever since the runes came out, I have been practically unable to do so. Whenever I open the edit runes page, only the top border shows up. This is a recurring problem: earlier today, it forced me to play a different champion than the one I was going to so I could avoid ruining my teammate's games by feeding if I couldn't do as much as the enemy. Occasionally it will work, but then it will go back to being bugged. I only have a Rengar page which is very specific and only works on a few champions. This forces me to use the pre-made pages, and completely removes the use of multiple keystones from the game.

This is not just on SR also. This problem happens in ascension, in ARAM, in TT. This even happens on the PBE. It was a problem before the release of the runes. I was going to report it, but noticed other threads already doing so. However, Riot, you have not fixed it, and it made it's way onto live.

I know people will tell me to make my runes before hand but there are two problems with this: (((1. I cannot guarantee which champion I will be playing ((( 2. That page does not work.

To elaborate: Whenever I go into the client's rune page, all I get is a black page.

Riot, please fix this. I know a big part of the Runes Reforged was that they are completely free, and everyone has equal access to game changing runes. But with this bug, myself and many others are unable to access quite a few keystones, and are unable to customize our runes.
