Fizz E is bugged

Fizz E turns unusable for multiple seconds sometimes. It happend to me 2 times in a Game: one time i died and the E was no usable, the Second time i Recalled and it was not usable for about 45 - 60 seconds.

i'm sorry i have no idea what causes this but i asked some fellow players and they said they experienced the same issue.
