Poppy's W does not block Hecarim's E damage or knockback (Patch 6.13)

Here is a video 7 months ago showing Hec's E and Poppy's W interaction: https://youtu.be/u3JOjNR-eFE?t=21s As you can see, her W blocks the damage and knockback of the E and also stops him.

In patch 6.13, it does not block the damage or knockback of it, but it still stops him.

Hecarim's E is not a dash. It's basically an empowered auto that can't crit. So it really shouldn't have been blocked in the first place.
