Chat, Pings, and cursor bugged at the same time

I couldn't press enter to chat and communicate with my teamates, my cursor was the standard Windows cursor, and my pings are set so that i can press ALT + MB1 and drag for each of the 4 pings. Yet, for some unknown reason, the game thinks my cursor is way off screen causing it to move around the Ping Wheel very slowly and also make Quick Alert pings impossible (i.e. ability, shop, EXP pings).

In the video, i am spamming the enter button to try and chat, obviously, its not working. Hopefully the cursor is noticeable and can be seen.

I don't really know whats causing such massive amout of bugs, but godam...
