Shen Q Bug?!

Hey guys, so today I was playing Shen and I realized, a bug with his q ensued. As many of you know, when you press q on Shen, the next 3 autos deal magic damage. However, the bug I think I found shows that if the blade doesn't move at all, Shen doesn't get those 3 autos for extra magic damage. If someone can check this out and get a 2nd opinion that'd be great, but as far as I see, this is a huge hit if you're in a skirmish and you're not moving because of cc or something of the sort.!
