Having consistency issues with Fizz's empowered W

I'm experiencing an issue where roughly 20% of the time, the moment the W indicator fills up and does the animation/sound effect that denotes it has been 2 seconds, attempting an immediate W does not deal amplified damage.

Can't provide video proof because I don't have the means to do so but perhaps others have witnessed this
