Mercurial Scimitar tool tip bug

Last night while I was playing on jinx I put my mouse over in my item inventory. It just showed just the +80 AD and +45 MR. It did not show the effect of clicking it. I yet have tried it again since last night on a character,m and not sure if one time thing.
