Client becomes windowed as game loads. cant see bottom of screen or move camera

Ill load into game. in load screen everything seems normal but once game starts, the client gets a bar at the top with an x and minimize at the top. in addition the game client seems to be pushed down the screen as i cant see the bottom row of items of how much gold i have. I am also unable to move my screen any direction but left and up
