[Client] Exceptionally long queue time in new matchmaking

I'm pretty sure this is a bug. This is all the info I can give you.

1.) Log in to your account.

2.) Join Normal draft.

3.) Select Fill.

4.) Never ever find a game.

I don't know if it is because I am not level 30 or if there isn't enough people playing.

OMG: 41 minutes into waiting, it actually found a queue. Of course someone didn't accept and now I'm waiting again.

Sad face for me.

100 minutes now. I'll also mention I own 10 champs and only have 19 available. In case that matters
