Vladimir spell and item bugs?

Not sure if this has been posted before, I did do a quick search anyhow.

I notice these bugs:

-- Bug 1 - Can't flash or ignite while holding E and W --

If I hold down the E key to charge his Tides of Blood, and hold down W, I can't use flash even though the icon is lit up.

However, if I hold down the E key, and only press the W once instead of holding W, then I can flash while the E key is held down and during pool form.

-- Bug 2 - Can't use Protobelt when holding E --

Strangely enough, I can use my Spellbinder item while holding the E key but I can't use Protobelt item.

Using his W Sanguine Pool, I can use both Protobelt and Spellbinder items while in pool form.

My computer is a Mac running High Sierra 10.13.5 in case it's a operating system issue.

Are these intentional or are these bugs, any Riot game designer or developer care to chip in to this discussion?
