Thunderlord's Decree Not Working?

While playing Morgana support, I noticed that my keystone wasn't working. With her W, it should proc fairly quickly, especially if you place the middle of the pool right on the enemy champion. In previous games it was working, and it works now in some games, but I've had it happen to me a couple times now, randomly. Restarting client doesn't fix the issue, and others that have the same keystone will have it proc in that game. I ALSO noticed that, if you have a support item that gives you gold for damaging enemy champions, it won't give you the 3rd charge of gold when the keystone isn't proccing. :( Anyone else having this issue?

It has to be 3 different attacks so q e then an auto attack. This is similar to malzahar or teemo

The Thunderlord decree mastery can't be used by multiple people on the same team. If the higher pick has it he gets it I think and idk if riot fixed this issue yet or not. But a rioter said they are working on it.
