Lucian Lag

Im noticing that I only get constant lag cuts/skips with lucian and his abilites. Just wondering if there was a bug with him and if it is in accordance to my set up. Heres the specs on my comp:

GPU: GeForce GTX 950 CPU: AMD FX(tm)- 8320 Eight-CoreProcessor Memory: 8 GB Ram
