[CLIENT] Rune pages not responding.

i had just recently hit level 30 on a smurf account, and when i went to equip my final quintessence i discovered i could not. i cannot equip quints, as well as seals or glyphs and marks. the seals and glyphs tabs wont even open, the marks and quints tabs however will open. but i cannot equip any runes whatsoever.
