Runes not changing, Morde q bugged

This is my first time reporting a bug so if theres anything I need to add please let me know. I played a game and experienced two legitimate issues.

The first is going into game, me and my other team mates rune selections didn't save. Normally if it was just me, I'd assume that I must not have saved after making my picks, however, since the same issue happened to another team mate I feel like their may be a real problem with the system, I'm a long time league player so I feel as though I'm pretty capable of making and saving my rune picks in time.

Another bug I experienced was while in game as Mordekaiser my Q didn't apply any damage. The situation was, my JG ganked my lane and we got the kill. Then the enemy JG counterganks and kills my JG however I'm still alive and fighting him. It's worth noting that he had Triumph which heals your champ after a takedown (which he got on my JG), however, I used my Q on the enemy, made contact, and it applied no damage to the target which caused him to win our fight. In-game, I figured he must've healed via triumph, however after reviewing in replay several times (and sending it to others for their thoughts) it seems pretty obvious that he didn't just heal through my damage, rather, he just didn't take any damage at all. I don't mean to sound like I'm salty about losing a fight so I'm blaming the game, but legitimately concerned there may be an issue with my favorite champ!
