Possible bug? Can't move items.

Don't really have much info I can give outside match history.

Basically, what happened was, I played my first ranked game since patch came out, and notice the HUD is different from all other queues. I notice my ping is not shown in the top right (I had it on previously in other games I'm pretty sure, at least if that is working as intended). I press cntl+f, notice it doesn't work. I keep pressing it several times and nothing happens. (Yes, that technically means I'm insane, but sometimes when you want something really bad you just lose your mind a bit.)

Anyways, game goes on, I do a jungle camp at level 1, base, buy potions, and teleport top. Laning phase goes quite normal, except for the fact that I get a solo kill (I guess you can call that normal if you want, it's solo queue and a low ELO game). Nothing really special about the kill. I sapling them under tower, turn on ult, run at them, W, then Q, then flash out before last tower auto can lock onto me for a kill trade. I go shop, buy my items, and walk to top. As I'm walking top, I try to rearrange my items and I can't. I ask my teammates, but get no feedback as to whether I was alone with this problem. Game continues, can't ever move my items. Thankfully, at least I got my active item on the right slot (not a big deal, but nice for comfort purposes).

Anyways, am I the only one to experience this bug? Is it tied to playing Maokai? Is it tied to ranked games? Riot patch working as intended?

Also, if this isn't enough info for you guys, I can't really say anything other than, "sorry, but that's all I have. Maybe you guys should implement a replay system? hint hint"
