League of Legends Match History

When I was ending game I realized I couldn't ult as far as I should be able to at max rank. I looked at my level, which was 18, but my points in my ult were only at 2. I couldn't level up anymore nor could I add a point. It seems that my Q also has 6 points in it instead of 5, but I didn't check my Q ingame to see if it had an extra point.
