I thought my laptop was just bad. Good to know it wasn't just me. It's the reason I stopped playing ranked. Walking into top lane 3 levels down is the worse feeling in the world.

If you have a second monitor try opening task manager and leaving it on the other monitor, helps with this glitch

Been happening for five? or so months. Ever since Clash was brought back, whenever that was. Clash caused problems last time and now again and Riot will not fix it because people keep playing and putting up with it.
Same here. Though I can press Control + Alt + Delete, then sign out of my user acc (of windows) sign in again and restart lol. That's significantly faster than restarting the pc entirely. Hope this might be helpful to someone here.
(And I also desperatly want riot to fix this)
I had the same problem yesterday, even twice. I had to restart pc, couldn't do anything, lol launcher was impossible to close, and it was even impossible to alt+ tab any other software, even if they were working behind lol, for example youtube music was changing and I could normally talk on discord. I've only had opportunity to use my windows task bar, nothing else. It's not about pc specifications, because they are way above for lol. When I launched to the game without my internet browser on, I didn't have any issues, but It's only my stupid thinking, It's not the problem for sure :D.
Same here with the difference that the system error keeps even without the loading champ screen, I get it before of that and I can't play any game, tried everything but nothing works.
They do need to fix it. Here's what I do, and somtimes I make it to lane by like 1:30, I could do it faster if I'm duo and have someone who can tell me they loaded in without me.
When it stops at 100%, press the windows key and swap to a different user. Once you're in the different user, ctrl+alt+del and close the GAME(not the client). It'll close just fine, you're computer isn't frozen, just the game. Swap back to your other user where league is running and hit reconnect. It'll load to 20% and then pop you in game.
Try Ctrl+Alt+Delete and sign out instead of trying to open task manager. It's much faster than restarting your pc and will close all of your programs and allow you to load in sooner. But yeah I hate this problem. If I alt+f4 too close to when the nexus explodes I have to reset my PC because the screen gets stuck and won't allow me to tab out to anything else.
One (not really) "fix" I've found for this that might not apply to everyone..
I Ctrl - Alt - Delete and restart my computer and usually it asks me if I want to Cancel or Restart Anyway because there are certain processes still running.. if I hit cancel it'll send me back to desktop and League is closed so I can relog and get back into game.
Frustrating but saves me a few minutes.

It was happening to me this week, I reinstalled my graphic card drivers and it's went away for now (here's hoping it stays that way)

Wow, still going on? I wanted to finally play a game after actually getting a 14-day suspension (but I took longer off because I got a new job) from all the games I was totally unable to load barring restarting my computer.
Like, really, fresh account, not even level 10 and I get 14-days straight out of the gate because YOUR client is such utter shite? Well, I guess, granted, I should not have tried playing so many games back-to-back because I had some measure of false hope they were flukes. That I'll own up to. But still...? Totally unacceptable.
Of course Riot Games are totally unconcerned. Of. Freaking. COURSE. they are. It should not ever come as a surprise to me and yet here we are. Godammit, heaven forbid they actually fix anything. Gotta push those event passes and skins and only actually work on the infrastructure of the game to make it so they can just slide by with ignoring much of the playerbase who are incapable of playing it but aren't the majority to ruffle enough feathers.
