Attack Speed Runes

How exactly do attack speed runes work? I tried a rune page with 12% attack speed then another with no attack speed. at lvl 1 with same champion there was no difference in the attack speed

Edit: No matter how much atk speed i put in 12-27% i still have the same amount of attack speed.
