Mystery Skin gifting trouble

So I sent a mystery skin to my buddy in real life and it went through and everything, but when he tried to mystery skin me back it said that we haven't been friends long enough. He even showed me the message over a video call to show that he was doing everything correctly.

Anyone know what the problem is here?
