Game issues

Lately when I've been trying to join games, someone declines and it shows the "..." before it closes like it normally does. But it sits there for a good 2 minutes, then bans me from games for "dodging too many games" Also, even when i do get into games i get 700+ latency and its not my internet Its really starting to make me dislike this game and avoiding playing it
