What is this bug? Help please.

I'm experiencing this bug as of late, my computer has a new Windows 7 OS, this has no occurred before re-installing the OS. I have tried re-downloading and repairing the league client.
Many White boxes also appear for missing particles. This particular image is of Yasuo's Q. It will spawn in another box with the same image in the X and Z planes. I have no clue what is causing the missing particles or animations or whatever is happening.
Basically ever particle is a sheet of White and black is mixed in sometimes.
