Stormrazor doesn't work on Ezreal Q

I played Ezreal the other day and Stormrazor didn't work on his Q, I don't know if it should work or not, i don't really understand how it works but incase of it being a bug i just want to post this here.

Ezreal’s Q can’t crit, so that’s not a bug.
