Getting no chest with s's

I have gotten many s's over the course of 2 weeks, but i have not gotten a chest even though it says that i have 3 that i can get if i get s's. if you chest my match history you can see I've gotten many s's with

Go to the tab on the home page that says "collection" and look at Vel'koz. Do you have a border around him? If so, you'e already gotten a chest for the season. You can only get one chest per champion per season.

You can only get one chest per champion, you've likely already gotten your Vel'koz chest.

You can only get 1 chest per champion in a certain time frame possibly a season?

I can only think of one of two reasons:

You have to wait x days for a new chest-- you said that you have 3 available
You have already gotten the chest from that champion. You can only get a chest per champion.
