8.18 download speed throttled?

So I have 0 idea what is going on but apparently patch 8.18 cant download at any higher than roughly 100~ kbps even though my download speed is close to 100 mbps? Had my steam download a few updates from stuff today and no problems there. but I've been sitting here for closer to an hour now just waiting for League to update. Never had this issue before. Any ideas? I also did close out the game entirely to see if maybe resetting that helped and no dice
