Pbe

I got a pbe from riot recently installed the client and then the new beta client. When I logged in only to the beta my rp and IP are unrecognized. On the legacy client my rp and IP are registering however, runes are full price and the account didn't come with enough IP to properly make a full runepage consisting of tier 3 runes. Is this supposed to happen? Why are runes full price?
