Flash While binded?

So i binded a blitzcrank as morgana and while he was binded he was still able to flash and I'm pretty sure that you can't flash while binded unless they changed it?!?!? But That seems dumb if u can just flash while binded...., i saved the video of this as well so RIOT PLEASE FIX UR GAME.
