Braum passive glitch-time runs out to proc it but if quick enought it's starts over [GAMEPLAY]

I've played Braum a lot and experiensed several times where me and an ally has gotten stacks of Braum's passive on a target(it's the same for minions,monsters and champions) but after a while when it's time to fall of it starts over on the same target on one stack if a ranged auto went of before the passive stacks accually fell of(no matter which skin). This happends even if Braum himself is near the target or not, he can be dead as for that matter. The important thing is that The target gets a stack of Concussive Blow[Passive] even though braum himself doesn't start the first one with basic attack or Winter's Bite[Q]. I've seen this happened on one of sp4zie's videos too so it's not just for me. I can't find the clip but you can search for it on youtube and get some good results (linked two above) How to recreate this bug:

1. Apply a stack of Concussive Blow
2. Wait out the duration
3. Ally times just before the passive falls of andfires of an basic attack or on-hit-ability (Most common with ranged basic attacks for me personally)
4. The passive refresh it self automaticly and is readdy to proc again

This can occur several times a game depending on "luck" and I've seen it happend since somewere around August 2015(I just havn't thought so ,uch about it before) It happends in ranked and normal games and in some rare cases ARAM(not sure about the other gamemodes).

I don't know if this is supposed to happen or not but i can't find anything in the tooltip that mentions anything about that. And I've watched the offical Champion spotlight were they mentions that braum must apply the first stack. It is pretty old so things can have changed but then it's all good and this report can be ignored. For now though I assume this is not supposed to happend, although a miner bug it can give a huge unfair advantage for Braum's team if Braum himself for some reason can't apply his passive again to that 17/5/12 Vayne, Irelia, Yasuo, Leblanc or Diana where lockdown is crucial. It's hard not to abuse since it's not technicly myself that takes advantage of it as the Braum player, it goes so quick and it's impossible to expect everyone to pause the teamfight and wait out the passive just to make the game fair. I personally like that edition on the passive but i wanted you to know that the potential bug is there.

This is my second report of a bug and im not still sure if I'm at the right place or not (if not could you do me a favor and repost this where it belongs please). I just hope for the best.
