Bugged CLIENT- camera glitch that makes it impossible to move camera down

The client it self has moved down a little bit even though it's supposed to be fullscreen (yes I've tried set it back myself and it doesn't work). That somehow create an issue with the free camera mode - I can move the camera in all directions exept down. (That is really annoying, especialy when you get placed in red team). Other problems found was that the option menu didn't pop up, not until the third press or so on the escape button. Just to clear things up: it doesn't help restarting the client, it's still there and I'm not using any third party programs.

Im not sure how it accure, but I first saw it when I spectated a friend of mine. I pressed escape a lot of times but nothing happened Secondly I started a game and it is still there.

This is the first time I've seen anything like this but It've stayed like this for three games in a row (even though I restarted the client in between) plus that game I spectated.

I still love this game but this bug really gives a handicap and makes the game a lot less fun when you have no idea that a rengar sneaked into the bot brush and you couldn't see that because of the lock screen even though you had vision over him before. I don't know if this is where I'm supposed to report the bug or not, but I home so (I'm not native english speaker so it is kind of difficult to know where to find where to go)
