[GAMEPLAY] Tahm Kench E bug

for some reason his thick skin will not activate when he is below 10% hp in any fight, its happened to me on all my games i've played with him so far. i know it doesn't work when cc'ed or anything, but it often just chooses not to activate at all.

example:go bot, adc is autoing me, i take hits and buy time until im at low hp now for no reason i cant activate thick skin, i die.

derpy events happened like this all the time for me. also my ping is almost alwas 42 or 67, so i know its not lag.
