[Gameplay] Zoe passive doesn't always work

Already posted this few days ago but title was wrong ( no idea how that happened).

So basically sometimes Zoe passive doesnt proc after using a spell(happens mostly after R or W) and I have no idea why or when it happens. Its super inconsistent and happens randomly at least twice per game. In the current state of zoe her passive dmg is incredibly important and randomly losing it can cost way too much. I can provide clips if necessary but i think its pretty self explanatory. Unfortunately thats all the info i have.. The only thing thats comes to mind is perhaps some internal cd that we are not aware of because it usually stops working after i`ve already fought for a while and procced it a couple of times .
