Taric's ally heal tooltip amount is wrong.

I was in an ARAM match recently and had rank 4 heal as Taric, with a base 140 heal according to the tooltip, but only healed my ally 99. I then immediately healed myself without buying or leveling anything and healed for 269. Problems?

I don't have exact numbers for the whole game, but for the whole time I'd heal my allies for roughly 1 auto attack's worth, but target myself and heal 1/4 my hit bar.
