Language Filter Bug

No matter what I do the language filter is constantly enabled for me. I have reinstalled league, turned on then off the language filter, switched clients but every time the game loads the language filter is turned back on.

Is there a way to manually turn it off in the files? I know that changing game.cfg doesn't do anything because I tried but if there is some sort of solution that would be great.

I know this may seem to be a small inconvenience but I enjoy vulgar and would like to see what words people are using and not have to guess. Thanks.
