I stumbled across a really suspicious looking account

This guy friended me a few days ago. I didn't really notice him until he went online today. I was just checking his profile out and noticed something was off with the account immediately. When checking his profile page, it says the account is level 11 and has no rank (obviously). Now, while hovering over his profile, it says that his level is 69 and that he's diamond (even weirder is that it doesn't even state a division, such as Diamond IV or V, it just straight up says "Diamond". Is this some kind of experimental visual hack? I can see it as that since the account name also looks like a spam/test account.
