Quinn E/Vlad W interaction bug

So as far as I can tell, Quinn's E locks Vlad out of using his pool while she's en route, possibly a design oversight to ensure she actually has a target to land on and bounce off (for the record, it feels blatantly broken). I haven't been able to check this interaction with other abilities that grant invulnerability yet, such as Fizz and his troll pole, nor Zhonya active or Bard ult. Has anybody else had or replicated this issue or am I the only person?

As background, I know this is not a ping issue as mine has been 13-14 since the server move.
