There's a long delay when ever I'm about to use ability or write something in the chat

This been happening since I updated my game to 9.2 it's start acting weird, for example the music in the background of summoner's rift cuts and goes silence and than the music comes back again, also sometimes there's a delay on the whole game my ping is fine I don't lag or fps drop but for some reason this happens, I was playing this last game few minutes ago and I was clicking my F button to flash instead I keep getting the sound effect that I can't use it even tho it's there no cool down on it also sometimes when I type in the chat words kind of go with delay too that it look like it's writing itself by itself also my champions feels like they're using their abilities against my will because of this delay. Anyone els having the same problem ?

Yea, I was having the same issue too while playing last night. I was playing a few matches of ARAM with a friend, and for each match, around mid-game, my abilities and summoner spells were delayed for like a good 3 - 7 seconds after pressing the corresponding key, and it would last for maybe like 2 to 3 minutes at a time. My FPS stayed around its normal range, my ping didn't skyrocket during these intervals, my character would still respond instantly to my movement command (right-clicking), the match still appeared to be running smoothly (no match lag), and the "Attempting to reconnect..." text box never popped up. There were just these periods of ability/spell input delay that occurred, and it happened several times per match...
