What does ezreal's q counts for ?

I was testing a build in a custom game that included the rageblade, but when i hit with q i can't get stacks, that means ezreals q is not a hit, then i bought luden's and i did q but it didnt trigger it, so ez's q doesn't count as a spell. If ez's q is not a spell neither a hit, then what is it?

Considering that Rageblade doesn't give you additional stacks for the bolts of Runaan's Hurricane (at least, I don't believe it does) or the phantom hit of Sated Devourer, generating stacks on Rageblade may be coded as an on-attack effect instead of an on-hit effect.

While Ezreal's Q applies on-hit effects, it doesn't cause the on-attack event (i.e. you won't fire bolts of Runaan's Hurricane either).

Abilities which apply on-hit effects don't apply on-spell effects, which is why Ezreal's Q doesn't apply Luden's Echo, Rylai's Crystal Scepter, or Liandry's Torment.
