J4 ult and many other abilities causing lag/team fights lag

I'm noticing any game with J4 has constant spikes when hes on my team or leaving fog of war for enemy team. very evident when he uses his ult. I've also heard several people playing j4 complain about the fps loss. I've been engaged by j4 jumping out of fog of war and pretty much i lose about 1-3 seconds of game play. I run normally around 180 fps and 60 ping. Pretty much have a handful of deaths just form j4 combo+ult. My screen stops altogether then after 1-3 seconds will go super speed and im usually already dead. when it happens my fps and lag meter spike hard right AFTER then slowly goes back to normal. I have seen the issues in team fights as well in games with out J4 but this one is the most glaring to me.
