[GAMEPLAY] Ranked game could not be remade with a player AFK for ~7 minutes

Hi all,

During the linked game, our Ahri was disconnected from the game for approximately 7-8 minutes. First blood did not occur until 6:42, well after the /Remake timer, however the /Remake prompt never appeared, and any attempts to use the command responded with an error along the lines of "you cannot remake a game unless a player has disconnected". Upon inspection of the game after the fact, Ahri's build path is unviewable in match history (which is why I was unable to tell exactly how long she was AFK for), but she did not enter the game until after first blood occurred, if memory serves.

On an additional side note, both Poppy and Janna were using star guardian skins, however the Star Guardian music did not play during the first minute, and Star Guardian minions were inactive.
