queue is bugged?

What is up with these queue times lately on eune? I am plat 5 elo and I have to wait 10-20 minutes to get queue'd! On top of that I got into a lobby just now and someone dodged in the opponent's team and now I have to wait 10+ to get into lobby again but the guy who was queue'd with me is already in champ select. How does that work? In the good old times when someone dodged your game you was placed in the higher priority queue so you got the next game pretty fast but now it just seems so random. I know that this doesn't seem like a bug but it's really frustrating. I'm not even talking about 20-30 minutes queue times when I have 2-3 premades with me.
