[SKIN] Special Weapon Zac makes a "shining" sound when using abilities

As the title says, using Special Weapon Zac makes a loud "shining" sound when his abilities hit an enemy. You'll hear it most notably just by using his Q and W. The sound that plays is familiar, but I can't remember what it's for off the top of my head, and it obviously shouldn't be playing on Zac's skin.

This bug is affecting only Special Weapon Zac; his default skin seems fine.

I was also experiencing this bug since Patch 4.19. I took a break from the game before 4.19, so it could potentially have originated earlier.
