requeuing time shows 35 mins

ok so i dont know if it is a bug or something.. but from the day i started playing i found this to be wierd

whenever you dodge a champion select.. you have to wait for 5 mins.. but when i click PLAY it shows the countdown to be 35 mins

i am able to requeue at 30 mins according to that timer.. but why dont they show the normal 5 min countdown?
