[Gameplay] Randomly become unable to do virtually anything in game

This has happened twice completely randomly, once in a PvP game and once in a simple CO-OP vs Bots, The game starts normally and suddenly I can no longer put any points into my skills either by clicking on the + that shows up or using ctrl Q/W/E/R. I can use any skills I have already put points into, I can use my summoner spells and items, I can click and move, but that is just about it. I cant look at the scoreboard or open the shop, my cursor is only good for moving, by some random miracle the shop opened once the first time but I still couldn't buy anything and I couldn't exit out of the shop, and if I get into combat I cant disengage, my champion just keeps attacking and I can't make him move away. It is very possible that it is just my computer doing this but I figured I would put it on here anyway in case other people have experienced this. If it winds up happening again I'll do my best to get a video of some sort.
