Lux CD
Not sure if this is a bug or not, but Lux's ult is at 62cd at rank 1 and 30.0cd at rank 3..... As much as Im enjoying this, it doesnt seem right or intentional, seeming you can spam it.

It's fine, it's extremely easy to sidestep if you aren't stunned anyway. This is intentional and isn't a bug
The base CD on Lux's ultimate is 80/65/50 seconds. With the appropriate amount of CDR, it is definitely possible to lower the CD to those times, so this is not a bug.
