Error locking in your champion

I have no idea how this happened but to receive a penalty for Riots program having a issue is bogus. Because of this error i received i was unable to lock into a champion it didn't matter what one I tried. the game mode was legend of the poro king. Since when is it ok for a company to punish someone for a mistake they have, making me have to wait to join another game because you guys have some issue is bull shit.

I had this issue to many times believe me, and guess what? I got punished for their own bug by making me wait 5 minutes to be able to join a queue.

Yes it's happened twice to me already. Not sure what's happening. I've only tried it with ARURF atm and I did switch my screen settings to 1024x576 but I doubt this is the culprit.
