Severe frame skipping and stuttering in game

My game will just freeze very briefly and then continue on. It is very constant and very VERY bothersome, Sometimes i miss the bush while warding because of it lol Can someone help me fix this? My specs are.. I7 8700k gtx 1080TI ddr4 16gb 500gb m.2 drive Please help me fix this!!! It really makes playing well hard when the teamfight stutters and you miss the crucial moment to make a play :(
